#1 Add method to supress default XApperator CSS

In some cases a CGI thats using a single or limited view or mode like search thats end-user focused rather than admin, might not want the default XApperator CSS file output as it may intefere with corporate brand elements. Need a simple method or property/flag that can be set to block output of the CSS
