As per meeting yesterday, I believe this ticket can be closed. Unfortunately I do not have the rights to close tickets I think.
The site.ess.master branch shows a working Maven configuration set. We are using Maven actively to build OpenXAL. They are pom.xml files compared to build.xml for ant, so they can live alongside each other.
