#76 xaira tools generates invalid header

When xaira tools generates a header ex nihilo (either for itself, or via the wizard) it does not insert all the possible <xairaList>s. This is currently regarded as an error by the indexer, and usually causes indextools to crash, usually following the message about downloading the grammar.

This is probably two bugs: indextools ought to generate all the bits needed; indexer ought not to crash if some of them are missing.

    This appears to be fixed in 1.24.11.14 but I have not investigated fully
