[X2serv-cvs] Some minor bug fixes

Patch in DIFF attached to the mail, two changes:
(A) when you attempted to KICK a user from a channel, IF the user was ONLINE
but NOT in the channel, X2 wouldn't respond, has been fixed.
(B) When services were shutdown with QUIT, the reason in the SQUIT message
was missing due to a minor bug, fixed.
