[X2serv-general] Gate checking

If anyone is relying on gate checking, please note that the IP address
hard coded into the gatechecking software became invalid a few weeks ago,
and as a result the gatechecking has not been functional. This goes for
all prior versions of x2.

If you have a somewhat recent version, you should be able to find
the IP in gate.c (old one is 199.2.210.241, but in the code its written as
199,2,210,241). Please change to an IP of your choice that is likely to
always accept port 6667 connections. (Some irc server)
