#7 Invite

On the network I hang around on we get a lot of people
who have to massinvite other users using ChanServ.

Which is annoying because we end up having annoying
spam such as:

-G- User has invited you to join #Channel.
-G- User has invited you to join #Channel.
-G- User has invited you to join #Channel.
-G- User has invited you to join #Channel.

... etc. flooding my channel windows.

It's now got to the point where I've had to script an
invite blocker.

An implimentation (Which could be disabled/enabled in
the config) such as:

<@User> !invite AnotherUser
-G- Invited AnotherUser to join #Channel.
<@User> !invite AnotherUser
-G- You must wait 5m before you can invite anyone else
to #channel.
