#17 Bitrate control

When recording live with Evaer for Skype using x264vfw bitrate doesn't match. The resulting file seems to be uncompressed (over 1Gb size pero half a minute) thou I set bitrate on 2500kbps.
Years before it worked fine with older versions on XP. Now on W10 and W8.1 it's impossible to limit bitrate.
