#23 x265 vfw "Sample Aspect Ratio" not working

Hello just want to report a bug for latest Version of x265 vfw x86/x64 v2.81 June 2018.
Sample Aspect Ratio: Cell entries for SAR width and SAR height have no effect on output video!
For example correcting a video from aspect ratio of 4:3 to 16:9 I used to have positive results with entering SAR width value of 64 and SAR height 45 with x264vfw GUI in virtualdub in the past,
but using latest x265vfw codec GUI output video test converting process with "Sample Aspect Ratio" except 1:1 does not work
