adding tcmask page 115 for place holder

adding new power gen PIE3 format blpower0.with floating point animation for
testing and fixing co-ords bug

fix divide by zero bug

Update logic, use int instead of BOOL in pie_drawskybox

Change skybox back to single overlay frame.

Change to logic for skybox.

Turned off fog around sky on linux builds.

new sun texture
