Initial Comment:
The New Campaign wizard throws an exception immediately when it is invoked when no game system plugins are installed in the workspace.  See the attached stack trace for additional details.

It appears no check is being made for an empty game system array before updating the UI.  Such a check should be added and an appropriate error message should be displayed in the title area of the wizard (similar to what is done when no open repositories are available).
