For compiling Perl scripts into executables:
use Perl Dev Kit ( from ActiveState ); it's commercial, but a trial
version is available for download, if you need to test it

there is some _experimental_ support for compilation into native
exe in the perl distribution ( see perlcompile )
Now, I didn't use any of the two, so if you are succesful, please
