Have you set the enverioment variables?

set PATH=c:\mingw\bin;c:\mingw\lib;c:\mingw\dmake;%PATH%
set WXWIN=c:/mingw/wx232
set WXDIR=c:/mingw/

Have you compiled the wxWindows library?
