#97 Save a Dump to target with not enough room should test and alert

The Save a Dump command should, of course, fail if there is not enough room at the storage destination, but that shouldn't freeze the program. A 1 GiB dump took a long time to get less than half-way done and wxHexEditor was frozen the whole time. However, when the dump begins, wxHexEditor can first determine if the storage destination has enough room. It should do that and notify the user if it won't be able to finish.

I ran wxHexEditor 0.22 on openSuse 13.2 Linux, kept evergreen, and don't know how to set up 0.23.

      Thank you for doing all of these (## 91-93 & 95-100). I'm impressed. I generally don't upgrade versions until my current distro does or I get a new distro, to avoid conflicts, so I'll trust that various things were fixed in or before v0.24. It's helpful software and I think I used v0.22 one more time (successfully) since I posted these reports. Thanks, again; and, if you celebrate holidays (it looks like both of us were working on the 25th), happy holidays.

    Also need to implement "progress" for save as. But this will be wait for v0.25
