#88 wxHexEditor attempts to save tags when told not to and with unusable filename

In Windows, when a drive partition is opened for viewing and tags are created, two problems occur when attempting to close the program:

1. wxHexEditor notifies the user that tag files cannot be saved to the default location, and asks the user if the user wants to export them. If you click "no", wxHexEditor tries to save the tags anyways.
2. When wxHexEditor does try to save the tags, it tries to save it with an unusable filename. For example: ".:\C: .tags". This then causes the error noted in the screenshot attached to this report.

Hey Kurt,
Thanks for bug report before release. Since I am linux user, I am blind with Windows behaviour of the program. I will fix this soon.
