[wxhaskell-users] Created a powershell script to automatically download and build wxHaskell requirements on Windows

I created a powershell script that automatically downloads and builds all
dependencies for wxHaskell including proper setup of MinGW32. And exports
the environment variables you need to launch wxHaskell and wxWidgets
programs. Clone it on github
