I have installed both the x64 and x86 versions (and also the 2005 and 2008 versions) of the Microsoft Visual C++ Redistributable Package and I still have the same problem.

How about install Microsoft Visual C++ 2008 SP1 Redistributable Package?

I'm using Visual C++ 2008 SP1 to build Windows binary. So, previous solution is
obsolete.

I updated that page's solution now.
