[Wxdevide-devs] New devpak server

Sourceforge would like us to move the devpak server to their new file
release system (FRS). The advantage is that it has a list of mirrors that
the url re-directs to for faster access and a more distributed download
system worldwide.

I've gone ahead and copied the devpak files to
http://sourceforge.net/projects/wxdsgn/files/devpaks/<https://sourceforge.net/projects/wxdsgn/files/devpaks/>

I've been able to update the wxDev-C++ webinstaller to use the new url
(which was a little tricky since it re-directs to a random mirror). From my
tests, if the mirrors.cfg file is updated, then wxDev-C++'s autoupdater
works just fine with the new url repository.

I'll keep the old devpak directory up for a month or so just in case things
go wrong. Please make sure that all devpak updates go to the new FRS
directory.
