#18 [wxchart] bakefile script update

This is the updated bakefile as stated in the following mail:

Contains wxchart.bkl and Bakefile.bkgen files.

note that you need to move the resource file from $(WXCODE)\wxchart\build\msw\wxchart.rc
to
$(WXCODE)\wxchart\samples\wxchart.rc

This seems to be a more logical place to put the resource file, as it belongs to the .exe
