[wxCode-users] wxLibIRCClient component submission

Hi Andrea,
   sorry for the delay with this review but actually wxCode mail
delivery was disabled for my account some time ago and I did loose
some messages (ouch!).

Before approving the component however I think that its description
should be expanded. E.g. I wonder why it's necessary to write wrappers
for such a library which does not seem to have GUI features... does
wxLibIRCClient act as a generic C++ wrapper or does it add also GUI
features?
