[wxCode-users] new automatic reminder

Hi all,
    I've just setup a "smart" script which will monthly find which 
components have no sources uploaded yet and notify the relative maintainers.

I hope this is going to reduce the number of wxCode components which do 
not have sources (which are 8 currently).
