no, it doesn't. It just adds a new link 'Browse SVN'.
Once SVN is enabled, Cvs *can* be disabled but that's not mandatory.

well, SVN requires lower resources (except for HD space) AFAIK on server 
side (since it sends less data on the web)... maybe that SF SVN servers 
will be more reliable than CVS ones...
