#16 App window should have a set minimum size

Environment: win XP

Steps to reproduce:
1. Open the application.
2. On the main window, use the resizing function to make it as small as possible.

Actual result:
The window can be shrinked so that the controls are overlapping.

Expected result:
The window should not be shrinkable beyond the point that the controls are overlapping.

Note:
Reproduces for all application windows.
