#7 category jump dropdown

Currently the only way to change categories you are
listing/viewing is one of the following:
* return to the home page and select the category
* follow a link to a document within that category

This enhancement would introduce a category dropdown
list that would be present in one of the menu bars (top,
left, bottom) on all screens. It might be preceded by a
form button that said "Jump To" and then the dropdown
list of categories. Users could jump around using this
list.
Ideally the list in that dropdown should be indented to
indicate the subcategory structure(s).
