[Wsmanager-announce] Desktop Manager v0.3.1 is released

Announcing Desktop Manager v0.3.1.

This is a very small release since I have been asked by many people to 
do it. It adds only one feature, top-most windows are focused on a 
desktop switch.

Download a compressed disk image with the binaries from

Download a tar-ball of the current (fixed) sources from
