I find that when I initiate a process in one desktop (for example, open a newsgroup to read), then switch to another desktop while waiting, the process then switches to the desktop I am using. So, my newsreader has all its windows in one desktop except for the last window requested (the newsgroup) which is in the current desktop.
I don't know whether this is related or not, but Console reports this error:

This occurs several times every minute.
wsmanager is window centric, not application centric. Windows from an application can be on multiple desktops.
