#110 Clicking status bar pager toggles mouse down/up state

A click on the status bar pager toggles the mouse down/up state on
the menu bar.

Here are the steps to reproduce:

1. Turn on the pager in the status/menu bar.
2. Click on the pager to change desktops.
3. Move your mouse over other widgets in the status/menu bar
such as the clock.

Expected behavior:
Nothing happens because you haven't clicked on anything.

Observed behavior:
The menus drop from the other widgets because they think they
have been clicked on. (If this doesn't happen, repeat the steps to
reproduce, and it will - it happens on every other click).

This is the same behavior I see if I click on the clock and then
move my mouse across other widgets. Menus drop down until I
click again. However, Desktop Manager should behave different
(IMHO), since the click doesn't activate a menu. It is a one time
event.
