#104 frontmost app after switching desktops

I don't know whether this is a bug, but if I place an ichat window on
all desktops, ichat becomes the frontmost application whenever I
switch desktops. If this is by design, I'd like to see an option to
prevent this from happening - whichever app was active the last
time a given desktop was being used ought to remain the active
(frontmost) app when you switch back to that desktop. Just because
an app is on all desktops doesn't mean a user wants it in front every
time s/he switches desktops.
