FWIW, I experience the exact same symptoms with WSJT-X v2.4.0-rc1 on Ubuntu 20.04 when I choose the default sound device. It doesn't matter what audio device I set the default to (using Ubuntu settings). I have an external USB sound card that I normally use. With WSJT-X audio settings pointed to the USB sound card things work fine and the pavucontrol playback tab shows WSJT-X when I hit the Tune button. When configured for default sound device it doesn't. This info is not a solution. Just offered as another clue.
