I guess you could call it a bug.
I am able to reproduce this behavior.  I'll look at the code and see how feasible this is to fix.

I am using WSJT-X v1.8.0 r8193 together with my Yaesu FT-991 connected to my PC via USB cable (CAT control via COM5, PTT via COM7). As my FT-991 seems to need different audio power levels at different bands, I’ve checked the “Transmit” checkbox for “Remember power settings by bands”. Everything is working well so far. Changed QRG is recognized correctly by WSJT-X or FT-991, resp. either when changed at FT-991 or changed at WSJT-X. 

  

However, I’ve observed the following behavior: Power settings by band are ONLY correctly restored when the QRG is changed at WSJT-X. When I am changing the QRG directly at my FT-991 (which I prefer) WSJT-X’s power settings ARE NOT CHANGED BY BAND. The behavior is reproducible.

  

Could this be a bug? Or am I doing something wrong?
