Are you runnign this as a service? If so, have you tried running from
a console. Windows will show a popup asking whether you want to
authorize Java to access the network. It may be that Java and or the
Wrapper has never been granted access to the network? This is only
localhost though, so I don't really think this is the problem.
Is it possible to disable Zone Alarm and see what happens? I have
never used that tool.
