[Wrapper-user] blocking in WrapperManager.stopInner()

Hello wrapper-user,

What is the purpose of blocking non-first threads in
WrapperManager.stopInner()?
I mean, why not to let them off?
This seem to cause the Wrapper to hang
instead of exiting in certain cases.
