#291 Missing encoding is not reported in Logfile

Encoding is declared in wrapper.conf:

encoding=utf-8

Logging-Level is DEBUG.

When removing this entry, there is no warning in the wrapper.log. This is said in the documentation.

It is not possible to figure out, if the encoding is properly configured.
Where the wrapper works fine on english/german systems, the start fails on chinese-traditional systems because of ä/ö/ü in comments.
