Even though the creation of Local Users is disabled in the LDAP configuration I can still create one and login with the given password.
I am sure this wasn't the case in earlier versions of Wordpress-mu but local users can be created and used in Wordpress 3.1.1 and 3.1.2.
I have just installed the most up to date version of wpmu ldap plugin.

Thanks,

Can you provide the steps you took to create the local user when everything is set to disabled?

When blog Administrator goes to "User" area they have options to either "Add existing User" OR "Send Invitation" if they send an invitation and it is accepted then a local user is created.
As local users are disable by the Super-Admin in LDAoptions then I would expect either they wouldn't have the option of sending an invitation OR the creation of the local user would fail.
