This is a key part to the game, the computer AI needs to be able to make decisions about players based on how good a player is, or how good a GM, coach, etc thinks a player is.

We will use Actual ratings and potential ratings(with some hidden potential ratings as well to create superstar players) for this...how good a talent evaluator is at determining a player's actual and potential ability will go a long way to determining the value placed on that player. Also, different systems place different values on different positions. For instance, a Tampa 2 defense places a high value on a middle linebacker with great range and coverage skills while a base 4-3 defense places a higher value on a middle linebacker with great run stopping skills...same thing with nearly every position...some offensive systems prefer an offensive line that is big and can move the defensive line around while others prefer an offensive line that is smaller and more athletic that creates holes by movement(ie, pulls, traps, etc that get the DL moving laterally opening up spaces on the DL to create zone blocking opportunities)
