#9 Blessing List Management

With the added feature of PAW, PA needs a better way
to manage the Blessing List. Currently CLI commands
must be used to list, and delete. No modify option is
available except through wisper commands using PAW.

This has been on the back burner for a while. Some
disconnected code exists within PA that is the
beginnings of the BLE or Blessing List Editor. This
should probably be called BLM for Blessing List
Management, or at least thats my vote for it.
