#5 Integrate Healing with CTRA

Two parts.

1. Allow PA to use BestHeal on target frames via
right-click, and bypass AsHeal and Priority Queue.

2. Create an option to Priority Queue heal MTs if
they are set in CTRA. Priority would weight MT's
health above the rest of the raid, and if any MT
needs healing, use BestHeal. Also incorporate this
feature with the "Speed Healing" option.
