Initial Comment:

The 3 minute timeout can add up to a long wait since it's 3 minutes for 
each project file on the page.  It should be 3 minutes total, which would 
not be hard to implement.  (It wouldn't strictly be 3 minutes from start 
to end, since the wikitext parsing could take longer, but would mean no 
more make operations once 3 minutes has passed.)
