Initial Comment:

When you go to Special:GetProjectFile for a pdf, eps, or other filetype 
that can't be viewed in the browser (that is, files that display as "link" 
by default), newer versions of GetProjectFile display a link with a notice 
that the file can't be displayed.  Is this ever useful?  Should it just 
give you a download of the file and save you a second click?

The idea behind this change was that the page with the link and notice 
gives you the opportunity to click on "make" and "log", where the raw file 
doesn't.  I had a request at the time that when you view a project file 
that hasn't been remade, for instance from a link in a makefile, there 
should be a "make" link to remake it easily.
