#72 PE should do read locking whenever possible

A read-only operation shouldn't block on another read-only operation. We don't currently distinguish between read-only and read-write operations, so we only allow one operation at a time in a project directory. Why did I decide to do that? I had a reason. But maybe it doesn't apply anymore.
