It looks like <latex>...</latex> does not work properly
At least, it does not show the latex in inline mode, please take a look: http://lalashan.mcmaster.ca/theobio/lab/index.php/Latex_inline_test

I'm with Andrei. <latex> is for text mode and $$ is for math mode. The <latex> case on the test page is coming out wrapped in a <p> tag and I agree that it shouldn't.
