We no longer have any pre-MW-1.19 wikis on lalashan, and I haven't officially supported any old versions for quite some time, so there's no need to retain code to support old versions. Removing that code (including a complete copy of Special:Upload, and an entire separate implementation of Special:ImportProjectFiles) will be fun and make WW easier to maintain.
