#413 background job's owner missingwhen status unknown
The background jobs listing generally includes the job's target, project names, and username of the wiki editor who submitted the job. For some reason, when the job is "status unknown" the username is omitted.
Presumably this is because a common status-unknown case is when the job's .status file is missing, in which case the username is unknown, But it should be included when it is known.

No idea whether this ticket is still current, but I just killed some bugs that were causing "status unknown" output, so maybe it's less of a problem now.
