#293 Support for current versions of mediawiki

Because of the need to support MediaWiki 1.13 in order to run on our existing McMaster wikis, we've fallen behind and parts of WW don't work on recent versions of MediaWiki. This is such a big problem for third-party adoption that I've stopped trying to promote WW until this is fixed.

I am working on this now. The major stepping-stone as far as I am aware is to reimplement the Special:ImportProjectFiles interface - to port the existing implementation into MW 1.17 and up would be harder and more problematic than reimplementing it. The rest of WW seems okay for upgrading.

Currently the action is in [#258]: "how to do updated import interface?"

This is done - MW supports 1.19 and up, is running on 1.21 on our farm, and is now shifting to requiring 1.23 or up.
