#195 uploading regular project files

It's becoming more common that people run projects both on and off the wiki, either at their computers or on SharcNet clusters. In this case, it's desirable to produce some project files and eventually put them into the WW project directory. Currently there's no way to do that (except "sudo cp" on the server). A minimal solution would be to extend Special:ImportProjectFiles so that the "project file" option doesn't have to mean archived project file, and so that it puts the files in the directory as well as the wiki.
