#10 don't make by default when display=link is explicit

we change the default for things that display as links from make=no to make=yes a while back. But I've been told that this was a miscommunication and it would be better to have make=yes for all files that don't have an explicit display attribute (i.e. include those that default to display=link in this category) but retain make=no by default when display=link is explicit.

    Also, there is a long-standing request for a fuller range of options. Really there should be four options: make before displaying the link or don't, and make when the link is clicked, or don't, in all combinations. Either make={before,after,never,both} or make={true,false} and make-after={true,false} or something.

    Maybe this is being tracked somewhere else? I'm putting it here because I'm not sure.
