I'd like the ability to restrict which status a group can
change a bug to.

For example: a developer can change a bug to "fixed"
or "need more info" etc. but can't change a bug
to "closed".

Testers can change a bug to "close", "re-opened", etc.

This should be configurable by the administrator.

Ideally this would be both an 'allowed state transitions' as
well as a group(s) id that allow the transition(s)
