#43 navbar duplication while guest

This is not a constant problem,... rather a random one.

After the guest completes a new bug and is returned to
the main, the navbar is duplicated (see screenshot)

This issues does not appear (yet) while logging in as a
valid user.

I found that if I delete the workbench cookie, it fixes this
problem.
