workbase. fails miserably on IIS

basic compatibility could be achieved by:
- making sure DOCUMENT_ROOT is defined
- rewriting template parser not to rely on $_SERVER
superglobal

the rest should be pretty easy to modify to reach full
compatibility (ftp_mkdir might prove to be a tricky
spot, though)
