There does not seem to be a proper installer available. All that is available in the files section is a file called "Wordpad++(BETA)" with no file ending, so I added .exe to the file name to get the installer working. Once installed I wondered why anyone would want to release such a rudimentary word processor. It ought to be renamed "Wordpad - -" because it lacks some of the most basic functionality of a word processor. For instance there is no "Save As" option in the file menu, no ruler, no page setup, no paragraph options etc.
