If I remember correctly, it was the fix for version 1.6 that fixed this last time:
"Hack around GTK+'s not allowing us to specify initial_state=WithdrawnState."
Back in 2010, WindowMaker implemented a system where windows with WM_CLASS res_class = DockApp would be treated as if they had initial_state = WithdrawnState, since GTK refuses to allow this. At the time I also contacted Openbox and fluxbox devs, and both agreed with the plan.
But I see no code to do this in fluxbox 1.3.5 (grepping for the string "DockApp" finds nothing). The fluxbox devs should fix this, it's been over 3 years already and shouldn't be particularly difficult.
